This isn't a matter of national interest. Just like our library system, the state will provide adequate funding for the provincial governments to maintain a system of public museums.
The central state can free up some time and staff to use on more pressing matters, and put the provincial government's greater knowledge of the local Province to build museums where they're needed most.
