SPECULATING that Dolgaria's population is fast growing, and growing fast. REALIZING 1/3 of the homeless population are children. REALIZING 80% of the homeless population work for minimum wage. REALIZING most of the homeless population are divorced, single mothers with one or more children. REALIZING the homeless population is made up of less than 15% mentally ill or disabled persons. DEFINING homelessness with the phrase, "society's problem." CONDEMNING homelessness and the problems it causes, such as violence, death, pollution, overpopulation, vandalism, health issues and a downfall in the economy. PROVIDING a minimum housing initiative for those who are capable of work, and those who are not, by the ranges of their ability to the ranges of their income. FROM each according to his ability, to each according to his need. |
