| The DSP, after studying the maps of our Eastern-Territories so far, as well as those of Hulstria & Gao-Soto's Eastern territories, has decided to request a slight amendment to the expansion plan. In the original expansion plan created by the DSP, we left two small areas between Hulstria & Gao-Soto's Eastern territories and our Eastern-Territory, as we thought that they may eventually expand into the areas. However after several years of observations it does not appear that there are any plans in the near or foreseeable future of this happening. Therefore we propose that the Eastern Dovani Expansion plan be amended to include these two areas as part of our third and final expansion phase.
