Private provision is not adequate for the needs of Kirlawa. The large population and strong economy mean that property prices are very high, meaning that buying or renting a house is very expensive. This disproportionately affects the low paid.

We believe that the State can provide low cost housing aimed specifically at the low income groups in society for a modest cost. We propose that the tenancies should be guaranteed, but that the tenants should agree to a behaviour clause (which if breached can lead to eviction) in order to avoid some of the problems previously seen in public housing. We also propose that housing provided in this manner should be mixed in with, or at least close to private housing, and not placed in large quantities, in order to avoid 'ghettoisation'.
