The Conservative Folk Party submits the following, a bill, with the express purpose of establishing a reserve agricultural system that is supported by the convicts of the Republica Baltusia. Section 1: Findings: (A) It is critical for the survival of a nation that it has a reserve economic system that can support the main economic producers during times of war or high unemployment. (B) Prisoners, who are serving their debt to the state, are often not effective in providing any real restitution to the state. Section 2: Establishments: (A) The Cabinet member for Food and Agriculture is given the authority to establish maximum-security prisons in highly arable areas of the country, and may pull up to 50% of the national prison population to form agricultural production groups in these maximum-security prisons. (B) The Cabinet member for Trade and Industry is given the authority to establish maximum-security prisons in areas of their own choosing of the country, and may pull up to 50% of the national prison population to form manufacturing groups in these maximum-security prison. |
