((This bill should probably be considered a constitutional amendment and thus should only pass if it gets two thirds of the vote.))

1.
A. The Minister of Defense has the right to allocate troop placement within the borders of Lourenne and to change the alert level, which may be Peaceful, On Alert, or On High Alert.
B. A majority of Parliament and the approval of the President and the Minister of Defense is required to authorize the foreign deployment of the military.
C. A two-thirds vote of Parliament and the approval of the President, the Prime Minister, the Minister of Foreign Affairs, and the Minister of Defense is required for a formal declaration of war.
D. The execution of all of the above operations shall of course be managed by the Minister of Defense.

2.
A. The Minister of Foreign Affairs has the right to deploy intelligence agency operatives.
B. The Minister of Foreign Affairs or the Prime Minister may place specific countries on or off of the Watch List, a list of countries that are believed to pose a threat to international or Lourennian security and are thus deserving of increased attention. In case of conflict between Foreign Affairs and the Prime Minister, the President arbitrates the final decision.

3.
A. The acceptance of foreign aid must be approved either by the Minister of Foreign Affairs or by the Prime Minister.
B. The allocation of foreign aid shall be decided by the Minister of Finance. If the aid is targeted specifically at a given ministry, then that minister shall decide its allocation. If the minister gives no response for one year ((heh, yeah, kind of crazy that we would have to account for that, but we do)), the aid shall be allocated in the same proportions that the ministry's budget has in place.
C. A majority of Parliament may override decisions made in 3.A. or 3.B.


This bill is a clarification of our constitutional precedent for the procedure for military action and foreign policy. Some laws are already in effect (e.g., 1.A., all of 2.) but are included for reference and completeness. The rest are allocations of existing powers that do not have clear executioners.
