Testing is not a good measure of a student's ability. One of the major problems in education is its becoming more theory-based instead of practicality-based. Students are now learning a lot in school that does not help them in succeeding at life and at their workplace. The reason you send kids to school and spend all that govt. money on them is to let them know how to function in society and in the modern world. The thing about tests are there are so many mitigating circumstances that the accuracy has to be questioned. Some students are good at tests, some aren't. I could have a bad day, I was sick, I was having a better than normal day. On tests too, there are multiple choice questions, lucky or even educated guessing does not truly show that the child knows the concept exactly or how to apply it.
