Bill: Budget proposal of July 2473

Details

Submitted by[?]: Computational Intellect Project

Status[?]: defeated

Votes: This bill proposes to change the allocation of funds in the budget. It requires more than half of the legislature to vote yes. This bill will pass as soon as the required yes votes are in, or will be defeated if unsufficient votes are reached on the deadline.

Voting deadline: July 2474

Description[?]:

Arguments:

Head of Government: 60 million is pretty high to pay the salaries of ten people that sit around; the head of government does not need any resources except office supplies.

Foreign Affairs: I understand that foreign affairs people must travel, but the BAR is pretty strong; we could drop one billion out of the budget and they wouldn't even miss it.

Internal Affairs: The recent proposal, likely to get passed, leaves police officers, with the exception of specially trained squads, with non-lethal weapons. Thus, equipment costs will go down. If there are honestly any serious emergencies, that's when they would call in the military, as is allowed by law currently.

Finance: Finance makes a lot of calculations, and is mainly a bureau of office supplies. 6 billion BAR for office supplies is a bit excessive.

Defense: We give the military a modest raise in this budget as the military is both a costly and important department. 5 billion BAR simply is not enough to defend us with the newest technology; it's costing more and more to equip our soldiers each year, and if we don't raise the budget to accommodate, we're in big trouble.

Justice: The judicial system isn't that costly; they won't miss 2 billion BAR.

Infrastructure and Transport: If it were otherwise, I would not drop the budget here, but likely raise it. However, the transportation and infrastructure departments are largely funded by user fees; only the poor get any help, yet they only receive partial subsidization.

Health and Social Services: We can agree on a slight increase of 1 billion BAR right? Healthcare is costly. So are public pensions, which, unfortunately, are mandatory in this country.

Education and Culture: This department and the technology departments are the most important in our government. It is necessary to give a very large budget to both departments if we are to push Barmenistan into the future.

Science and Technology: Same argument as above.

Food and Agriculture: Considering we don't subsidize any agriculture, and the only regulation we have to manage is fishing quotas and the labeling of agricultural chemicals, which are enforced mainly by the police, there is no need to have much of a budget for this department; if any.

Environment and Tourism: As for environment, mainly, aside from running recycling centers rarely used (because usage isn't mandatory and are inconvenient), we merely run an oversight with the enforcement delegated to law enforcement agencies. And as for tourism, we are a capitalist nation. We don't do anything for tourism, we don't need to, and we shouldn't; companies working for the ultimate goal of humanity, will to power, are much better at making an attractive tourist industry. Clearly this department could function fine with a 2 billion BAR cut.

Trade and Industry: We are a capitalist nation. We have an oversight, and then the law enforcement enforces the laws. There is no reason why we need to shove so much money into trade and industry; it's not like we are a socialist nation.

This balances out to a 1 billion BAR cut, which isn't much, but is more of a re-allocation in priorities.
