Every man is able to chose a belief and every man should be free to chose a belief. And after all atheism and agnosticism are also forms of belief in so far as they comment the world, the infinite and a man's position in the world. In fact when you "ban every form of religion" you establish the strongest compulsory state religion, namely a dumb and blinded atheism.
