| To greatly secure the citizens of the empire from unexpected attacks or the like, we propose the Defence Provisions Act, also the establishment of an agency to look by and check if the structures comply to the said law if ever approved. Government owned buildings shall also be included on the said proposal. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government makes no provision for civil defence.
Current: Local authorities are responsible for building and maintaining shelters.
Proposed: No new buildings may be constructed unless they feature provisions for civil defence.
