The purpose of this bill is the following:

The liberalisation of the education sector by introducing private initiative at both school and higher education levels. The GPRP remains convinced that regulated private nursery-school establishments are similarly a good thing, however the broader community is apparently not so. The existence of a free, public system in parallel will prevent any students from falling through the cracks, while also allowing those with certain religious beliefs (for example) to educate their children as they see fit.
On further consideration, the proposal regarding higher education tuition have also been modified to allow for the students to repay the costs incurred as they become financially able to do so.
