| This bill would help to protect endangered species from exploitation and extinction by regulating keeping of such species as pets. Consequently, it would preserve and protect biodiversity in Rutania and around the globe. Keeping endangered animals as pets and buying and selling them like commodities will eventually lead to the endangered animals' extinction if they are not protected. In the end, letting people do whatever they want with endangered animals will eventually rob the people of those animals. Thus, no regulation in this instance is a self-destructive policy. If people like endangered animals enough to want them as pets, they presumably like them enough to want them to stay alive. |

Old value:: Everyone may keep endangered animals, without any restrictions whatsoever.
Current: Only zoos or zoological institutions are allowed to keep endangered animals; all other forms of keeping or trading in endangered animals are forbidden.
Proposed: Everyone may keep endangered animals, but the trade in, and the ownership of, endangered animals is strictly regulated by the government to prevent their extinction in the wild.
