NOTE: This is a revision of the (now defunct) Fire Department for Public Safety Bill, and incorporates the details discussed by TLP and TCP.

We propose to contract out to bidders, the ability to operate and run a fire service.

CItizens will pay a fire insurance policy that will cover the cost of any service they need from the fire department

The way I imagine the system working is this:

You discover a fire.
You call the fire brigade.
The local fire brigade come round and put the fire out.
After the fire is out, the owner of the burned location gives the fire department their insurance details.
The fire brigade send a bill to the insurance company.
The insurance company pays.

From a financial perspective, I imagine the situation working like this:

-It is law to have fire insurance coverage.
-You call around insurance companies for a competitive quote (this means that your cost of protection is influenced by your attitude to fire safety - e.g., if you have fire extinguishers etc, your premium will be lower than those who don't, etc).
-Each period (year, two years, whatever), potential fire departments bid for the right to be the local fire service.
-This sets the price chargeable for response (e.g., TRA50 for a false call out, TRA100 per manhour necessary to put out a fire).
-The contracted fire department claims this amount from the insurers each time there is a fire.
-If the fire is at a location from someone who failed to obtain insurance, a central fund pays the fire department.
-The central fund is financed from the fines for people who are caught without insurance.

NB This bill has been reissued as some parties missed the voting period.
