Cutting spending in areas where the responsibility of the national government has diminished due to privatisation and devolution, increasing investment in roads and railways (very important) and the foreign ministry (to maintain our embassies).

After this cut the military will still be extremely well funded by international standards so that's ok. These reforms may enable a further tax cut to 15%.
