| »Recognizing that the property to be sold by businessmen and women does indeed belong to them, not the State, nor the customers until said customers have purchased the property. Also recognizing that the economy is quite adept at regulating itself – if prices are illegally kept at the normal price during an emergency, people, in the panic of the moment, will purchase more supplies, such as batteries, than they actually need, and this leaves little or nothing for many others.
