Current policy is that the government devolves park policy to local governments.

This means that the local body's constituents are the only ones that have influence. If people outside of the region think the fantastic Orangestone Park should be protected, they don't get a say.

This is like the people of Alaska saying "We feel we would benefit more from oil drilling instead of the current national park, so we're going to turn it into oil production areas", and the rest of the USA not having any role or influence]
