Resolved, by the Senate of the Republic of Selucia, that gambling shall be regulated. Resolved, small scale gambling, involving wagers not exceeding fifty Selucian Nikan shall be allowed without penalty nor regulation. Resolved, that the Selucian Gaming Board shall be established as an independent agency of the government of the Republic of Selucia. Resolved, that all other wagers shall be illegal except in casinos under strict regulation of the Selucian Gaming Board. Resolved, that a national lottery system shall be established. Resolved, that Lotto Selucia shall be established to operate the lottery or lotteries of the Republic of Selucia. Lotto Selucia shall be under the jurisdiction of the Ministry of Finance. Resolved, that a mimimum of seventy percent (70%) of lottery proceeds, minus payouts and operating expenses, shall be mandated to be used for education and/or health care services for the citizenry of the Republic of Selucia. |
