The Revolutionary Armed Forces of Cobura are hereby granted permission to establish militia facilities within the deltarija of Doron Akigo.

Stipulations:
1) The Revolutionary Party of Cobura shall be responsible for maintenance of these facilities.

2) Armed RAFC members will be required to receive permission from the ministry of internal affairs to enter any other deltarija. If the ministry of internal affairs is unfilled, the ministry of defense shall be responsible for granting or denying travel privileges.
