This act proposes that the nation runs a large group of national bank sthat supports loans for all citizens and non-citizens, but instead of allowing other, large, but private banks, only allowing small community banks vital to holding smaller communities together. This will increase the general welfare and social policy of the state, and will povide a more efficient system of banking.
