Police services are vital to the function of any community. However, these can be devolved for the following reasons:

Police -
1. A large and top-heavy police service proves unweidly and therefore may cause a breakdown in services.
2. Local communities know their areas and have a better understanding of the situation on the ground which large national services cannot emulate; this is especially vital for policing.
3. A national police force needs to be in place to fight crime that is inter-Länder or national in origin; such as smuggling, organized crime, drugtrafficking, counterfeiting, etc.

Therefore, we propose that a national police service, hereby deemed the "Nationaler Zustand-Polizeidienst" (National State Police Service), polices at the national level and carries jurisdiction over local police forces if and when they are required; while local police forces maintain order at the local level with local governments and their constituents.
