We need to be prepared in an emergency attack, because we are a weak nation, EVERYBODY, according to our Economics page(can be found at http://80.237.164.51/particracy/main/budget.php?nationid=8), is either lower-middle class or lower class. We need to act about this. We need to improve our military power in this great country that is not so great because of the money that our citizens our making. Also, we need everyone to serve in the military that is able-bodied, along with a minimum wage. |

Proposal[?] to change Civil defence is the government's policy on providing shelters to be used in the event of attacks on major cities, mainly nuclear attacks and bombing.
Old value:: The government builds and maintains a network of shelters across the nation.

Proposed: Every public building is required to feature provisions for civil defence and at least 50% of spaces must be allocated to private citizens.
