We, the Konservativnye Soyuz propose the creation of a fund to promote development in other nations, to insure humanitarian relief.

Article I:
a. The fund will be funded from the Trigunian budget surplus.
b. Allocation to Relief and Development Fund, shall not exceed 50% of the total budget surplus.


Article II:
a. Funds will be available to both nations, and groups on a case by case basis.
b. Any group or nation may apply for Trigunian aid.

Article III:
a. Allocation of funds to a nation or group shall be decided on a case by case basis by the legislature.
b. Fund allocation must pass with a 2/3 - Super-Majority.
c. Conditions may placed on aid by the legislature if deemed necessary.
