Accepting that people who choose to have children must accept responsibility for those children, whilst also accepting that during periods of hardship incomes may prevent those children from being supported as would be the ideal, the government will provide child benefit to those people designated as low income or poor. Child benefit will be determined by means testing of household incomes so as to guarantee that children are not penalised by low income households whilst helping to guarantee that State funds are not provided to those without need. Benefit provision will also fall by 10% per additional child past the second so as not to encourage people having children to provide their household incomes. Child benefit will last from birth until the child reaches the age of 18, where they become officially before the law, an adult. From age 16 total benefit drops by 15HCR per week. Maximum provisions age 0 - 16: 40HCR in food vouchers per week (provided by post). 30HCR in direct cash payment into parent/guardians bank account per week (to be determined by consultation with parent(s)/guardian(s)). Total income CB: 3640HCR per annum for first 2 children. Maximum provision age 16 - 18: 35HCR in food vouchers per week (provided by post). 20HCR in direct cash payment into parent/guardians bank account per week (to be determined by consultation with parent(s)/guardian(s)).
