We, the Parliament of United Republics of Lodamune, do hereby establish the following procedures and rules:

1- The President or Head of State is the Commander in Chief of the Armed Forces. The President is the highest authority in the Armed forces/

2- The Prime Minister or Head of Government is the First Commander of the Armed Forces and he/she many choose to handle the day to day operations of the Armed Forces alongside the Defense Minister.

3- A Security Council, whose main task is to advice the President on military policy, shall be comprised of the following members:

Vice-President
Prime Minister
Defense Minister
Foreign Affairs Minister
Internal Affairs Minister
Justice Minister

4- A declaration of war can only be requested by the President or Head of State. A declaration will only be valid if the majority of the following members vote in the affirmative: Vice-President, Prime Minister, Defense Minister, and Foreign Affairs Minister. If a tie occurs, the declaration of war is still valid. A 2/3 majority of Parliament must vote in the affirmative in order to declare war.

5- The Head of Government shall have the power to request a declaration of war in case of an emergency. If the President and/or the Defense Minister disapproves of such measure, the declaration of war will be declared invalid.

6- The Head of State shall have the power to use the military in foreign territory for a period of six months without the needed authorization of Parliament, the Vice-President, Head of Government, the Minister of Defense, or the Minister of Foreign Affairs.

7- Upon the immediate deployment of troops into foreign territory, the Head of State shall inform Parliament. If troops are to be used more than six months, a declaration of war will be required.

8- If after six months, the votes against the declaration of war exceed the 1/3 threshold, the troops will be immediately recalled. Otherwise, they will remain in foreign territory unless the declaration of war fails, at which point, the troops will be immediately recalled.

9- The Head of Government shall have the same powers given to the Head of State in Articles 6,7, and 8 but with the following changes:

a) Can only deploy troops for four months in case of a legitimate threat to our country's interests.
b) Must inform Parliament Before deploying troops.
c) If the votes against the declaration of war reaches the 25% threshold, the troops will be recalled.

10- The Head of Government, as First Commander of the Armed Forces, shall have the power to use the military inside the country unless the President opposes such a move.

11- The following military chain of command is hereby established:

President or Head of State
Prime Minister of Head of Government
Defense Minister
Vice-President (does not have the power to issue any military order unless consulted with the Defense Minister or the orders do not requires a movement of troops, including the Navy and Air Force).

This is a Constitutional Amendment and will require a 2/3 majority of Parliament to become law.
