Resolved, that the use of torture by the police services in the Trigunskaya Sotsialisticheskaya Respublika shall be strictly prohibited except in cases where the lives of innocent persons are at risk and time is of the essence, including imminent terrorist attack or where a person is abducted and the possibility of murder is realistically possible. |
