| We, the Parliament of the United Republics of Lodamun, do hereby create the Central Intelligence Operations Agency (CIOA). - The mandate of the CIOA is as follows: 1) To collect and analyze information about foreign governments, corporations, and persons in order to properly advice policymakers. 2) The Central Intelligence Operations Agency will collect, evaluate, and disseminate vital information on political, military, economic, scientific, and other developments abroad needed to safeguard national security. 3) Advise the National Security Council in matters concerning such intelligence activities of the Government departments and agencies as relate to national security. 4) Make recommendations to the National Security Council for the coordination of such intelligence activities of the departments and agencies of the Government as relate to the national security. 5) Correlate and evaluate. intelligence relating to the national security and provides for the appropriate dissemination of such intelligence within the Government. 6) Collects, produce, and disseminate counterintelligence and foreign intelligence, including information not otherwise obtainable. The collection of counterintelligence or foreign intelligence within Lodamun shall be coordinated with the National Bureau of Investigations (NBI) as required by procedures agreed upon by the Minister of Internal Affairs and the Minister of Justice. 7) Collect, produce, and disseminate intelligence on foreign aspects of narcotics production and trafficking. 8) Conduct counterintelligence activities outside Lodamun and, without assuming or performing any internal security functions, conducts counterintelligence activities within Lodamun in coordination with the NBI as required by procedures agreed upon by the Minister of Internal Affairs and the Minister of Justice. 9) Coordinates counterintelligence activities and the collection of information not otherwise obtainable when conducted outside Lodamun by other departments and agencies. 10) Conduct special activities approved by the President. No agency, except the Central IntelligenceOperations Agency (or the Armed Forces of Lodamun in time of war declared by Parliament or during any period covered by a report from the President to the Parliament under the War Powers Act), may conduct any special activity unless the President determines that another agency is more likely to achieve a particular objective. 11) Carry out or contract for research, development, and procurement of technical systems and devices relating to authorized functions. 12) Protect the security of its installations, activities, information, property, and employees by appropriate means, including such investigations of applicants, employees, contractors, and other persons with similar associations with the Agency, as are necessary. 13) Collect, produce, and disseminate military intelligence to military commands to enhance battlefield awareness. 14) Conduct such administrative and technical support activities within and outside Lodamun as are necessary to perform its functions, including procurement and essential cover and proprietary arrangements. 15) Perform such other functions and duties relating to intelligence that affect the national security as the National Security Council may from time to time direct. The Agency has no police, subpoena, or law enforcement powers or internal security functions. - All intelligence agencies and counter intelligence agencies create under previous law and not part of the NBI will merge with the CIOA upon its creation. - The Director of the CIOA shall be appointed by the President and confirmed by a majority of votes present in Parliament. The Director shall serve for a term of 15 years and cannot be removed unless by impeachment by Parliament. A person can only serve for a maximum of 2 terms consecutive or not. The Director reports to the National Security Advisor; however, only the President can issue orders to him/her. - The Deputy Director of the CIOA shall be appointed by the President and confirmed by a majority of votes present in Parliament. The Deputy Director shall assist the Director in the day to day operations of the bureau and any other tasks assigned by the Director. The Deputy Director shall become Acting Director upon the illness, resignation, or impeachment of the Director. The Deputy Director shall also become Acting Director if, when a term expires, Parliament has not confirmed anyone. The Deputy Director reports directly to the Director and can be relieved of his duties only by the President. This is a Constitutional Amendment and requires 2/3 of Parliament in order to be approved. |
