Resolved, that the use of torture shall be prohibited within the boundaries of the Oil Emirate of Kafuristan except when necessary to provide time sensitive information necessary to protect innocent persons from death or grievous bodily harm and/or to prevent imminent terrorist action. Resolved, that all acts of torture (except when necessary to provide time sensitive information necessary to protect lives in danger and/or to prevent imminent terrorist action) shall be punishable by a term of imprisonment of not less than ten (10) years, per each individual offence committed. |
