This bill aims to promote privately-run higher education institutions in Aloria in order to better advance the cause of education. However, these private institutions will undergo regulation so that it will meet nationally set standards.

The current law appears to give local governments the responsibility of funding higher education institutions. But the loophole is that it appears to be preventing the establishment of private institutions since the law only provides for government-supported institutions.

The proposal aims to have public and private higher education institutions co-exist, with special regulation for private educations. Aside from the nationally met standards mentioned above, the regulation will be done in order to prevent sharp and abusive tuition fee increases.
