Reconciling the government's policy concerning adoption, policy concerning who can proceed with adoption; in case adoption is legal and the policy concerning parental qualifications. "Adoption is strictly regulated by the government. Only by passing several tests and by following an intensive program applicants can adopt children." "Everyone may adopt children." "The state raises all children in state institutions." All children shall be raised in state institutions, except, when adopted by individual(s) that have passed a series of tests that are designed to determine whether those individual(s) are sufficiently loyal to the State and Government of Kazulia and can be trusted to raise their children to hold the same loyalties. Things such as marital status and sexuality shall not be a concern. |
