Whereas the Republic of Zardugal does not have any rules for debate in the national assembly; and Whereas proper debate is necessary for good government; and Whereas the purpose of legislative discussion is to better the national policy of the country. Be it resolved that: Rules for debate in the National Directorate of the Zardugal (name subject to change) shall be as follows: -All members of the Directorate must deliver their speeches to the Speaker of the Directorate, and he/she shall be referred to as "Mr./Mrs. Speaker". -When directing a comment to another Member of the Directorate, the speech must be addressed to Speaker and the Member shall be referred to as "The Honorable Member of the ____ Party" or "The Honorable Member from ______" or "Honorable Minister of ______" or something along the lines of the aforementioned. -When a statement has been finished, and further debate is wanted, the member shall finish with, "I yield the floor" or any statement meaning to allow for rebuttal / further statements. This shall not be a requirement. -When a Member feels as if though another Member has broken a rule of debate, or has offended someone, or is not on topic, the member can call for a "point of order," thus requesting that the other members to disregard the opposing members comments. This shall not be a requirement. |
