In order to guarantee that all waste, be it industrial or domestic, is disposed of in a safe and as environmentally sound way as possible, the Government will introduce a National Refuse Collection Company (NRCC). The NRCC will operate as a publicly funded independent company and, though eventually answerable to government should it not provide a high enough quality of service, will not have to directly answer to local or national Government in its day-to-day operations. In the event of national crisis, the NRCC will revert to the control of the Ministry of Infrastructure and Transport. |
