We propose that ownership of the electromagnetic specrtum within the KU be returned to its rightful owners, the people as a whole. For too long have a few 'land-grabbers' enriched themselves through the control of access to the various signal-carrying frequencies, which do not rightfully belong to them alone. Therefore, this bill will establish a change in ownership, making all citizens equal share holders in the radio and television industries. In order to provide for the smooth running of the mass communication industry, the only required structural difference will be the creation of regional bodies that are elected by all of the new shareholders. These officials will hire a board of directors for each individual station. Beyond the requirement to make a profit for the shareholders, and a certain level of free public access to the airwaves, the individual stations will be left to run themselves. They will make their own decisions about hiring and firing, internal structure, and content. |
