THIS statute, upon passage by at least half of the legislature, will grant zoos or zoological institutions the right to house endangered animals following these two conditions:

-The animals must be well treated.
-Attempts at procreating are necessary so that surplus native Hobrazian species may be re-released into their natural habitat.
