Pontesi Government hereby request the August Parliament of the Cedar Throne approval to issued a government bonds worth 2,000,000,000,000 PON to be sell only to peoples of pontesian citizenship. An interest rate shall be 3.5% over 10 years. This money shall be used to create National Investment Fund which will be used to increase Pontesi's investment in Terra and the fund shall be manage by the Board of the fund that will consisted of:

Grand-Vizier General
Chancellor of Finance
Chancellor of Internal Affairs
Chancellor of Trade and Industry
Director of the National Investment Fund (To be appointed by the Parliament)

We also proposed that the Director of the National Investment Fund should be Dr. Jane Carrick.

This is a Constitutional Amendment and requires a 2/3 majority of Parliament in order to be approved.
