Some regions have been observed with inadequite facilities in the terms of health, and our regions also currently have the power to completely protect doctors from malpractice lawsuits.

Our nation must hold all regions to benefit good health of the general population, and given the current medical/legal expenses cap on lawsuit payments, guaranteeing allowance of people to sue a poorly acting doctor would not harm any decent doctors.

And on a final note, industrial hemp should be perfectly legal, especially while all of our drugs are legal.
