| INTRODUCTION The United People's Mehozot is an association of 2 independent, Jewish states consulting and co-operating in the common interests of their peoples and culture and in the promotion of national understanding. MEMBERSHIP Membership in the Union is restricted to the Jewish Mehozot of Padrilka and Fruskila, whose populations mainly consist of ethnic Jews and political democratic socialists. OBSERVER STATUS Observer status can be granted to all mehozot and nations with Jewish populations and/or interests in zionist and/or socialist affairs and would thus allow them access to United People's Mehozot of Fruskila and Padrilka meetings and events. Ratifying this treaty would officially grant them such status. SUPREME POSEK The Supreme Posek is responsible for the management and governance of the Union; leads the organisation in developing, delivering, and being accountable for the Union’s strategic plan; has a specific mandate to protect and promote the Union’s core values through the use of ‘good offices’; and leads the Union’s ‘outreach’, primarily through the Poseks of the member territories and with civil society leaders as well as through the media and public engagements. The office is to be appointed by either the two governors or in the case of a disagreement, the regional assembly shall decide. The Poseks of each region shall report to the Supreme Posek. CITIZENSHIP Any person who is a regional of either Mehoz within the Union is considered a Union citizen. Union citizenship is limited to freedom of movement in the other mehoz and right of access to public services from either member mehoz. Each mehoz is free to determine what special rights, if any, are accorded to non-regionals who are Union citizens. CULTURE The primary cultural mission of the organization is the promotion of the Hebrew and French languages as a national languages and the promotion of worldwide cultural and linguistic diversity in the era of economic globalisation.The Union is committed to a set of fundamental values discussed in the DSPB Manifestos of Padrilka and Fruskila in 2729, at the core of which is belief in and adherence to democratic socialist principles, to strengthen the capacity of governments and civil society to achieve equality in political, legal, social and economic policy and programme implementation. The should also look to promote other similarities and common interests, such as the Jewish monarchy, a Democratic Socialist Zion Games, and numerous exchanges, including ministerial, educational and cultural. POLICE A police alliance shall exist between member states and strictly involve an agreement to share a joint police command. Law Enforcement exercises may be held as needed. The right of law enforcement mobility and free access on member territories are a right of membership, the Mehozot also agree to co-maintain a network of shelters. A United People's Mehozot of Fruskila & Padrilka Central Law Enforcement Command (UPMCLEC) shall be set up to consist of each members's law enforcement and/or military for the sole purpose of enhancing the security and defence of members. The location of UPMCLEC shall rotate with the Secretariat. GOVERNMENT AGENCIES All government agencies, departments, and companies are to be merged under multi-mehozot agencies, departments, and companies. |
