| To allow the establishment of government residential compounds within the Socialist Republic, on account of the following reasons: 1. The efficient administration of said compounds by officials picked out by the national cabinet itself within such compounds. 2. The efficient transition and allowance of manpower to certain critical area's which may be lacking in manpower as of yet. 3. The increase in productivity of certain industries failing due to either lack of manpower or skilled individuals, in which case said individuals will be provided such publicaly administered compounds to reside in until other residential dwelling may be found. 4. To allow the establishment of more 'secretive' (if the term is deemed appropriate) compounds, primarily either for military or scientific purposes. |
