article 1. the president will be the supreme commander of the armed forces

article 2 the president will under authority of this bill will be able to issue orders to the military to head to the boarders but he can not order them to cross into neighboring countries.

article 3 the president can order the military to occupy the government area of the capital in a national emergencey
