SINCE it is of no concern to the state as to what substances a citizen chooses or chooses not to ingest, we hereby propose that the us of all recreational or medicinal drugs found in nature may be permitted. This includes, but is not limited to, the following substances:

*Marijuana or hashish from cannabis sativa, cannabis indica, cannabis ruderalis, or any hybrid of the aforementioned species.
*Hallucinogenic mushrooms without risk of poisoning, such as psilocybe cubensis, psilocybe subaeruginascens, etc.

PROVISION I: The aforementioned drugs, as well as those that grow naturally, shall henceforth be decriminalized.
PROVISION II: The sale of such products shall be limited to legal adults.
PROVISION III: The sale of cannabis related products shall be limited to on-premise business, termed "Coffee houses," or off-premise businesses, deemed "Head shops." Both types of businesses may sell related paraphernalia.
PROVISION IV: The sale of non-cannabis psychoactives will be limited to off-premise businesses, called "Smart shops," that may also sell related paraphernalia.
PROVISION V: The sale of drugs manufactured from naturally-occurring plants or fungi may not be sold. This includes, but is not limited to cocaine, heroine, opium, etc. except through pharmaceutical companies for legitimate prescribed use. What constitutes legitimate use is up to the discretion of the Minister of Health.
