This bill would remove the military from the streets in times of peace, while still allowing them to serve as support in times of crisis. Furthermore, civilians should not need to serve in the military if the nation is in a time of peace. Private defense industries should be allowed to offer competition against national defense industries in order to produce technological advancements at competitive prices. Finally, the use of land mines or chemical, biological, and nuclear weapons should be left to the military or limited in certain regards to prevent extraordinary escalation of hostility between nations.
