This bill opens up internet access rights and also clarifies the law on open/closed source software. There's also provisions for low earning families to gain access, to ensure they're not left out. Article 1 allows complete freedom of internet access, Article 2 protects rights of citizens to maintain their product/distribute it freely, and Article 3 allows for the Phone network to be greatly improved with the market optimising it. The safeguard regarding low earning families means no one is shut out. |
