Contact with the wold beyond our immediate environs is becoming more & more a part of the experience of modern life - we would do our people a disservice to allow a gap to develop between those who could access such services as the ability to put a contact number on a curriculum vitae or resumé and the global repository of information and interaction that is the internet, and those who were unable to. With this in mind the NCRP proposes this bill, which would give the poorest access to the wider world while at the same time boadening the consumer-base for the telecoms industry. |

Proposed: The state subsidizes the phone service of low income families but does not regulate the rates providers can charge for phone service.
