By the Grace of God, We the Imperial Diet of the Imperial Crownlands of Greater Hulstria, on behalf of His Imperial and Most Illustrious Lutheran Majesty, Ferdinand II, Defender of the Faith, by the Grace of God, Emperor of Hulstria, do propose to enact the following military deployment provisions upon immediate passing of His Imperial Majesty's Government; Article I- Section 1: Upon immediate passage of the Imperial Diet, 300,000 troops from the IMPERIAL MARINE CORPS shall be moved to the borders between the Crownlands of Kuratha and Budenlar and the nation of Sekowo. These troops shall be responsible primarily to serve as a blockading force between the two nations as well as to patrol and detain any hostile subjects on the border who are either attempting to pass through the border illegally or are trying to attack the nation of Hulstria itself. These troops may also be called up to invade Sekowo. Section 2: Another 250,000 troops, from the Imperial Armed Forces shall serve as a back up and emergency force to the blockading forces and in case of invasion shall also be called up to assist. Section 3: These forces shall be aided by the branches of the Imperial Marine Corp and the Imperial Navy in patrols and other forms of assistance. Tanks and other military vehicles shall also be delegated them this force. Section 4: Artillery shall also be provided the forces at the border, which shall be used to bombardment and other military purposes upon the state of Sekowo. Article II- Section 1: The Imperial Navy shall be dispatched to the outer layers of the Hulstrian waters and assist in the Luthori naval blockade. Section 2: Shipyards and naval ports in the Crownland of Kuratha shall be used to assist ally navy ships in the forms of refueling, repairs, and general maintenance during this period of war time. Article III- Section 1: The Imperial Troop Deployment Authorization Act shall upon passing shall place the Imperial Air Corps on high alert and in defense mode; the air force shall be used at the will of the generals involved the war. Article IV- Section 1: The Imperial Police Service of the Hulstrian Empire shall be ordered to be put on a state of heightened alert during the period of war time and units shall be ordered to be place upon the borders between Sekowo and Hulstria’s colonies. Section 2: The Imperial Police Service in the Hulstrian homeland, under the supervision of the Ministry of Internal Affairs, shall be responsible for assisting the Imperial Armed Forces at the border in patrols, arrests, and other responsibilities to ensure the border remains safe and citizens protected. Article V- Section 1: His Imperial and Most Illustrious Lutheran Majesty, Ferdinand II, Defender of the Faith, by the Grace of God, Emperor of Hulstria, shall be the Supreme Commander of the Imperial Hulstrian Forces during this period of war; a military commission composed of military leaders and government officials shall be formed in which the Emperor shall chair that will be responsible for carrying out any military operation. Section 2: The Emperor can full delegate military responsibilities to this war commission if His Imperial Majesty pleases. Section 3: All levels of the Hulstrian Imperial Army shall be placed on red alert during the entire period of this military operation and leadership from all branches will be expected to contribute. Section 4: The Imperial Guard, His Imperial Majesty’s personal protection force, shall also be placed on a state of high alert, and shall have the sole responsibility, as they should always, of making sure at all costs the Emperor and family are protected. Section 5: In the case of the death of the Emperor during this period of war, the heir to the throne as per with the Writ on the Regulation of the Line of Succession to the Hulstrian Imperial Throne, shall also be the Supreme Commander of Hulstrian Imperial Forces. Section 6: This commission shall also be responsible for conducting strategy with allies and requesting assistance in the war from allied nations. Article VI: Section 1: Upon immediate ratification of this Act, Greater Hulstria shall impose an economic embargo on the State of Sekowo; no trade shall be allowed between the two nations during this period of war. Section 2: This Act shall also impose a ban on commercial air flights to Sekowo; any flight that needs to be flown over Sekowo from Hulstria shall be re-routed and be found a different way to pass without putting in harms danger the cilivians.
