Considering that:
The government must hire the services of a private security firm to manage local policing. For this, Luthori Police Inc, a division of Hexlon Imperial Energy Co. which already does much business with the government, should be hired. In addition, it is necessary to create rules to regulate the placement of bounties and the profession of bounty hunting, which is an integral part of the privatization of local police enforcement.

This act will,
- hire Luthori Police Inc as the official law enforcement company for all local crimes in the Holy Luthori Empire.
- LPI will have the authority to uphold the law and any other prerogatives previously granted to government employed police officers.

In addition,
- any judge lawfully operating in the Holy Luthori Empire has the right to place a bounty on a fugitive.
- A fugitive may be defined as a person who has resisted arrest, escaped police custody or someone who is suspected of a crime and wanted for questioning.
- A fugitive may be classified as level 1 or as level 2, depending on how dangerous said fugitive is and the gravity of said fugitive's crime.
- If a fugitive is classified as level 1, his rights are not automatically void and force may not be used to capture him unless he resists or refuses capture, in which case force may be used. A bounty can only be collected for a live level 1 fugitive.
- If a fugitive is classified level 2, force may be used to capture him and his rights are considered void. A bounty can be collected either for a live level 2 fugitive or for proof of the level 2 fugitive's death.
- A bounty hunter must register at the ducal courts and may operate indefinitely in the whole Empire.
- A bounty hunter does not need a warrant to capture a fugitive.
- Bounty hunters are exempt from any and all possible gun control laws.
