A bill to offer refuge to foreign peoples as the primary means of aid to troubled countries. PREAMBLE - Throughout the course of human history there have existed many nations that have risen and fallen, and hundreds of regimes have experienced the shifting sands of society, culture, war and even of nature itself. It has been said, and rightly, that nations often seem to fall into the categories of 'haves' and 'have-nots.' It has been said, also rightly, that it would be a marvelous thing for the 'haves' to share with the 'have-nots.' It is no accident that throughout history the nations that are most economically prosperous are those that encourage freedom, competition and a spirit of ownership and entrepreneurship that leads to a special form of national pride and the generation of wealth. The Commonwealth of Rutania today stands as a shining beacon of prosperity to nations blighted by short-sighted nationalism, a lack of perspective in economic matters, and a bloodthirsty nature among an elitist and totalitarian ruling class. Rutania also serves as a light of hope to small nations crippled by natural disaster, faltering economies, and even the arguments and incursions of their neighbors. The moment we now witness is one of great turmoil, but also one of great opportunity. In an era awash with displacement and battered citizens, our economy is stable and employers in our nation would willingly put refugees to work. It is in this context that this bill is introduced, with the intention of changing the philosophical underpinnings of the Commonwealth's understanding of foreign aid. This bill will underscore our ability to really and truly provide aid to foreign countries instead of just throwing money to the governments therein. It need not be said that financial aid to foreign countries comes with a host of problems, not the least significant of which is ensuring that the money will actually go toward aiding the populace. It is within our power to provide work, homes, liberty and prosperity to the downtrodden of the world, and it is therefore in our best interests and the interests of the world that we open our doors to them, and reform our concept of world aid. ARTICLE I - The Commonwealth already welcomes all refugees, regardless of their reason, and provides them with a stipend to integrate them into Rutania. Because of this, it is no longer necessary to provide such a high level of financial aid to foreign countries. Since the Commonwealth wishes to encourage immigration of refugees, it is resolved only to supply aid in return for trading rights. This will aid the Rutanian economy and as the refugees working within it, as well as the country requesting aid. ARTICLE II - The current model for international trade only places tariffs on imports from those countries that impose them on us. Because this harms the economies of smaller countries that must impose tariffs to protect themselves, it is hereby resolved that the Commonwealth will lift its tariffs on international trade. ARTICLE III - The opening of our borders to foreign workers looking for a better life is a necessary measure if the Commonwealth wishes to allow all who desire it to experience a Rutanian way of life. It is hereby resolved to allow all foreign workers to labor together with Rutanians freely. ARTICLE IV - With an influx of immigrants, it is in the interests of the Commonwealth to extend nationality to those who wish to work and thrive as true Rutanians. Therefore it is resolved to introduce a test and oath whereby refugees and immigrants may claim Rutanian nationality. ARTICLE V - In the interests of national security, it is resolved to tighten border inspections for all visitors to our nation, and to impose strict control on our nation's borders. |
