| There shall be a proportion of schools for native 'Hutors' and schools for all other ethnic groups. As the last population survey shows 69% of the population are 'Hutors' we propose 70% of schools shall be allocated to native 'Hutors' and the other 30% shall be for all other ethnic groups. |
