Henceforth, earldoms will have the right and obligation to maintain a law enforcement office, which may be known as a police precinct or a sheriff's office. Duchies may also create such a law enforcement office but they are not required to do so. It shall continue to be legal for private law enforcement agencies to coexist with governmental-run ones and local law enforcement offices will continue to be assisted by private lawmen such as bounty hunters and other auxiliaries, whose conduct is regulated by Imperial law. |

Old value:: The government competitively subcontracts security management to private security firms.
Current: There is a national police department funded by the national government and there are local police departments, funded by local governments.
Proposed: The operation and funding of the police is left to local governments.
