The police shall be permitted to investigate all occurances of menial uprisings. Upon suspicion of formation of a union or other organization for political purposes, the police shall fire twice into the crowd as a warning. They shall then wait ten seconds, and shall, at their discretion, either

a) Accept payment from the group, in exchange for a more lenient decision. Half of the payment shall go to the officers themselves and half to the government.
b) Force the group to disband, and cite them with minor offences punishable by a fine.
c) Force the group to disband, without using lethal force, to be jailed and interrogated.
d) Force the group to disband, using any level of force considered necessary.
e) Kill the entire group
