This Bill outlines how an emergency Cabinet should be formed after a general election. The term Emergency Cabinet is in regards to if after an election there is not a majority government.

Articles.

(I). All parties that recieve any seats in the Parliament must be included in the Cabinet

(II). (i) The ministy of Head-of-Government will go to the largest Party.
(ii) The ministry of Finance will go to the second largest party.
(iii) The ministry of Foreign Affairs will go to the third largest party.

(III). The remaining ten ministries will be divided on a pro-seat mathematical ratio between all the parties. It is at the liberty of the parties to negotiate who gets what ministry. With this in mind it must still fall within the mathematical equation of fairness.

It should be noted that this process is not the conventional way to formulate a Cabinet. This method is to be used when there is a political gridlock regarding the formulation of a new Cabinet.
