As things stand all civil servants have to promise political independence. As has been seen in other nations this leads to a stagnation of ideas and creates difficulties for governments wanting to initiate change. It much more efficient to appoint civil servants in a more political way- allowing greater creativity at all levels of government and preventing the blocks to change we currently see. |
